Manchester is a borough in York County, Pennsylvania, United States. The population was 2,798 at the 2020 census. It is part of the York–Hanover metropolitan area.

York County is a county in the Commonwealth of Pennsylvania, United States. As of the 2020 census, the population was 456,438. Its county seat is York. The county was created on August 19, 1749, from part of Lancaster County and named either after the Duke of York, an early patron of the Penn family, or for the city and county of York in England. The county is part of the South Central region of the state.

York County comprises the York-Hanover, Pennsylvania Metropolitan Statistical Area, which is also included in the Harrisburg-York-Lebanon, Pennsylvania combined statistical area. It is in the Susquehanna Valley, a large fertile agricultural region in South Central Pennsylvania.

Based on the Articles of Confederation having been adopted in York by the Second Continental Congress on November 15, 1777, the local government and business community began referring to York in the 1960s as the first capital of the United States of America. The designation has been debated by historians ever since. Congress considered York and the borough of Wrightsville on the eastern side of York County along the Susquehanna River as the nation's permanent capital before Washington, D.C. was selected.

Settled in 1814, the village of Liverpool (now Manchester) was incorporated in 1869 in the eastern section of Manchester Township. During the Gettysburg Campaign of the American Civil War, Liverpool's merchants were raided by the 17th Virginia Cavalry.

What is the history of Manchester, PA?

The Borough is situated on land that was obtained by John Nickey in 1740, an heir of William Penn. In 1814, William Reeser purchased the land noting its proximity to the Susquehanna River and markets in the south... Its beginning was unique, Resser felt it would make an ideal site for a town. So he decided to conduct a lottery. First, he divided his land into 100 lots and sold 100 tickets at $100.00 each. Reeser hired Daniel Small, of York, to lay out a portion of the tract into a town. According to historians, crowds overflowed to the borders of the town on the day of the lottery. Everyone who purchased a ticket received a portion of the land. The drawing merely decided which parcel of the land the ticket holder would receive.

It shares its name with two large townships - East Manchester and Manchester. It had to change its name from Liverpool at the time of its incorporation in 1869 because another Pennsylvania town already claimed it. And it's the sister city to the home of Pennsylvania Gov. Tom Wolf, Mount Wolf. But with the town's 150th anniversary in view, its leaders want to put its considerable history into the spotlight. That history includes a visit by Marquis de Lafayette, a friend of the United States in the American Revolution. And a visit by invading Confederate cavalry, enemies of the U.S. in the Civil War.
