Unlike his other two communities, Hot Springs Village was created as a gated community to provide security for its residents and as an experiment to see if the gated community would result in more residents than the non-gated communities. Before development began, Cooper addressed the Arkansas Industrial Development Commission (now the Arkansas Economic Development Commission) on January 21, 1970, and announced his plans for this section of Garland County.
