Duluth is a port city in the U.S. state of Minnesota and the county seat of St. Louis County. Located on Lake Superior in Minnesota's Arrowhead Region, the city is a hub for cargo shipping. This similarity was most evident before World War II when Duluth had a network of streetcars and an inclined railroad, the 7th Avenue West Incline Railway, that, like San Francisco's cable cars, climbed a steep hill. The elevation change is illustrated by Duluth's two airports. The highway project reconstructed connector roads, intersections, and adjacent roadways. A new international airport terminal was completed in 2013 as part of the federal government's Stimulus Reconstruction Program.
